Responding to a major pandemic and planning for allocation of scarce resources under crisis standards of care requires coordination and cooperation across federal, state and local governments in tandem with the larger societal infrastructure. Maryland remains one of the few states with no state-endorsed ASR plan, despite having a plan published in 2017 that was informed by public forums across the state. In this article, we review strengths and weaknesses of Maryland’s response to COVID-19 and the role of the Maryland (...) Healthcare Ethics Committee Network in bridging gaps in the state’s response to prepare health care facilities for potential implementation of ASR plans. Identified “lessons learned” include: Deliberative Democracy Provided a Strong Foundation for Maryland’s ASR Framework; Community Consensus is Informative, Not Normative; Hearing Community Voices Has Inherent Value; Lack of Transparency & Political Leadership Gaps Generate a Fragmented Response; Pandemic Politics Requires Diplomacy & Persistence; Strong Leadership is Needed to Avoid Implementing ASR … And to Plan for ASR; An Effective Pandemic Response Requires Coordination and Information-Sharing Beyond the Acute Care Hospital; and The Ability to Correct Course is Crucial: Reconsidering No-visitor Policies. This Handbook documents the main trends in current research between logic and language, including its broader influence in computer science, linguistic theory and cognitive science. The history of the combined study of Logic and Linguistics goes back a long way, at least to the work of the scholastic philosophers in the Middle Ages. At the beginning of this century, the subject was revitalized through the pioneering efforts of Gottlob Frege, Bertrand Russell, and Polish philosophical logicians such as Kazimierz Ajdukiewicz. Around (...) 1970, the landmark achievements of Richard Montague established a junction between state-of-the-art mathematical logic and generative linguistic theory. Over the subsequent decades, this enterprise of Montague Grammar has flourished and diversified into a number of research programs with empirical and theoretical substance. This appears to be the first Handbook to bring logic-language interface to the fore. Both aspects of the interaction between logic and language are demonstrated in the book i.e. firstly, how logical systems are designed and modified in response to linguistic needs and secondly, how mathematical theory arises in this process and how it affects subsequent linguistic theory. The Handbook presents concise, impartial accounts of the topics covered. Where possible, an author and a commentator have cooperated to ensure the proper breadth and technical content of the papers. In an article published in 2009 titled "How Do Mādhyamikas Think?" I tried to go some distance with Yasuo Deguchi, Jay Garfield, and Graham Priest (henceforth "DGP") in reading certain Buddhist texts as dialetheist.1 The dialetheism that I saw as plausible for the Prajñāpāramitā-sūtras and Nāgārjuna was not the full-blown robust variety of DGP (i.e., acceptance of the truth of some statement of the form p & ¬p) but a non-adjunctive variety, acceptance of p and acceptance of ¬p. The paper looks at how Tsong kha pa, mKhas grub, and Go rams pa understood the third and fourth lemmas in the tetralemma, “both A and B” and “neither A nor B,” respectively.

Let it be granted that Buddhism has, e.g., in its logical literature, detailed canons and explicit rules of right reason that, amongst other things, ban inconsistency as irrational. This is the normative dimension of how people should think according to many major Buddhist authors. But do important Buddhist writers ever recognize any interesting or substantive role for inconsistency and forms of irrationality in their account of how people actually do think and act? The article takes as its point of departure (...) a recurring theme in the writings of the 8th Century Indian Buddhist thinker, Śāntideva, who subjects his own behaviour and thought to minute scrutiny in argumentation with himself, only to be puzzled at his own seemingly irrational persistence in ways of thinking that he knows to be wrong and actions that he knows to be worse courses. The Buddhist’s situation is profitably comparable to issues of akrasia, weakness of the will, that are taken up by Plato, Aristotle and many modern philosophers, including notably Donald Davidson and David Wiggins. The first solid bit of argumentation you get in Plato's Phaedo goes something like this: Whatever comes to be, comes to be from its opposite . If at a certain time t a given thing a begins to be F , before that time t it must have been non- F . Wherever a pair of predicates, F and G , are genuine contradictories; where, that is, they stand to each other in the same relation as F stands in to (...) non- F ; it is necessarily true that if a began to be F at t before then a was G . The only trouble comes from the difficulty of finding substitutes for F and G that people will allow to be genuine contradictories. It the butter began to be soft at four o'clock, we may suggest, before four it was hard. A tiresome opponent will retort that there is a state in which butter cannot properly be called either hard or soft. We try again: If Ann began to be asleep at eight, before eight she was awake; if my shirt became dirty on Tuesday, before Tuesday it was clean; if Bonzo died last week, before last week he was alive. And when the advocate of the borderline state reminds us of the various twilight areas of consciousness or cleanliness, we are reduced to legislation: “asleep” shall henceforth apply to every mental state short of complete wakefulness, “alive” to every condition of the body before the onset of putrefaction, “clean” to every shirt incapable of producing a certain measurable discoloration in the water in which it is washed. “Let F and G be contradictories”, we still guardedly maintain: “then if a comes to be F at time t , before time t a was G ”. This chapter focuses on a potential application of Buddhist Madhyamaka thought to a recurrent problem in philosophy, East and West: the mind-body problem. The usual Buddhist defenses of mind are based on the work of a philosopher of the sixth and seventh centuries, Dharmakīrti. This philosophy advocates a very strong mind–body dualism based on a three-step argument. The chapter argues that this defense of mind will fare badly against modern eliminative materialism, which privileges a physical level of description as having (...) a convention-independent reality that denies a personal level of description. A Madhyamaka approach would hold more promise, demonstrating as it does that these levels of analysis are interdependent and equally necessary. Buddhist thought is shown to provide resources to resist an influential Western position. (shrink)

The temporal behaviour of the nonlinear compartmental model we have developed for rat calcium metabolism is discussed with respect to the theoretical properties of the self-oscillating autocatalytic subunit around which the model is constructed. Depending on the approximations made, this subunit is described by a minimal two-variable model, SU2, or by a three-variable one, SU3. The diversity of the theoretical dynamic behaviours possible with SU2 is greatly increased with SU3. But the identification of SU3 parameter values in three different experimental (...) situations reveals that biological constraints efficiently preserve a simple circadian rhythm for bone metabolism. This analysis indicates the significant contribution of the available bone crystal pool to the dynamic organization of this tissue, and hence to extracellular calcium homeostasis. (shrink)

Kant asserts that we cannot represent to ourselves the non-existence of space. In his discussion of the Ontological Argument he maintains that there is nothing whose non-existence is inconceivable. He thus seems to contradict himself. If the non-existence of space is unthinkable, so is the non-existence of a part of space — a place. Indicating a particular place, we might say "There are no objects there", but it would be nonsense to say "There doesn't exist". We can say, as Aristotle (...) saw, "There is a place where there was water and where there is now air"; but to do so is to bind an adverbial variable with a quantifier, not to attach "exists" to the name of a place. To assert of a place, or of space, that it exists or that it does not exist would be nonsense, and the unthinkable in that sense is not something whose negation is, as Kant thought, a necessary truth. The main problem of the Spanish local finance system derives from the existence of two opposite models: LOFCA model versus Floral system. As a result of this opposition, the Spanish system has moved some distance away from the theoretical principles of sound fiscal federalism. The analysis carried out in the article points out clearly the need to improve the fiscal mechanisms of responsibility and financial autonomy and to introduce a system of interjurisdictional responsibility which should palliate the defects detected in (...) the actual system in order to maximise the political and economic advantages of an authentic fiscal decentralisation.Le problème majeur du système espagnol de finances locales réside dans l’existence de deux modèles opposés: le modèle LOFCA et le système Floral. En raison de cette opposition, le système espagnol s’est considérablement écarté des principes affirmés par la théorie d’un authentique fédéralisme fiscal. L’analyse conduite dans l’article met en évidence la nécessité d’améliorer les mécanismes fiscaux de responsabilité et d’autonomie financière des collectivités locales espagnoles en introduisant un système de responsabilité inter-juridictionnelle capable d’éliminer les incohérences du système ; ce qui permettra de tirer pleinement partie des avantages politiques et économiques inhérents à la décentralisation fiscale. This collection of essays delineates the history of the rather disparate intellectual tradition usually labeled as "Platonic" or "Neoplatonic". In chronological order, the book covers the most eminent philosophic schools of thought within that tradition. The most important terms of the Platonic tradition are studied together with a discussion of their semantic implications, the philosophical and theological claims associated with the terms, the sources that furnish the terms, and the intellectual traditions aligned with or opposed to them.
